Dr. Mbiah appointed to International Maritime Institute’s Governing Board

The Chief Executive Officer (CEO) of the Ghana Shippers Authority has been appointed to the Governing Board of the International Maritime Legal Institute (IMLI) based in Malta.

The Secretary-General of the International Maritime Organisation (IMO), Mr. Koji Sekimizu, who announced the appointment, said Dr Mbiah’s personal participation would help to strengthen the board’s representation.

Dr. Mbiah, who is also the Chairman of the International Maritime Organisation (IMO) Legal Committee, has expressed his deepest gratitude to the Director of the IMLI, Professor David Attard, and the institute for the honour done him, saying: “I’m grateful for all the support and encouragement I’ve received.”

Profile

Dr. Mbiah holds a Bachelor of Laws (LL.B) degree from the University of Ghana, Legon, and a Barrister at Law (B.L.) from the Ghana School of Law.

He holds a Master’s Degree in Marine Management (M.M.M.) from Dalhousie University, Canada, and a Master of Laws (LL.M.) Degree from the IMLI, where he graduated with distinction and was the recipient of the IMO Secretary General’s Prize for Best Overall Performance.

Earlier this year, he obtained another Master’s degree in Business Administration (MBA) from the Ghana Institute of Management and Public Administration (GIMPA).

He also has a PhD Degree in Maritime Administration from the World Maritime University in Sweden, which he obtained in 2011.

He started his working career at the Ghana Shippers Authority in 1982 as an Assistant Legal Officer and rose through the ranks to become the CEO in 1999, a position he still holds.

Dr. Mbiah was the Vice Chairman of the IMO Legal Committee for 11 years until his election in 2010 to Chairman of the Committee, a position he still holds.

Professional contribution to IMO

Apart from participating in the development of various IMO instruments and signing them on behalf of Ghana, Dr. Mbiah has also contributed to the work of the IMO.

He was the Chairman of the Drafting Committee for the Protocol to the Athens Convention, 2002, Chairman of the Drafting Committee to the Protocol on the International Convention on Liability and Compensation for Damage in Connection with the Carriage of Hazardous and Noxious Substances by Sea 2010, and one of the vice-presidents of the Diplomatic Conference for the adoption of the Nairobi International Convention on the Removal of Wrecks, 2007.

He was elected the Chairman of Committee One, which deals with Administrative, Financial, Legal and Technical Cooperation matters, at the 29th Session of the General Assembly of the IMO held at the IMO Headquarters from November 23 to December 2, 2015.

He has also served on various subcommittees and Working Groups in furtherance of the work of the IMO.
